Planning to build?
Dear Property Owner,
We welcome you to Cedar Pass Ranch and look forward to having you as a neighbor. The following information is intended to help streamline the approval of your plans and ensure that the construction of your home or other improvements is as trouble free as possible.
The Covenants, Conditions and Restrictions (CC&Rs) of Cedar Pass Ranch govern issues of home design and construction as well as other improvements (see note below). The Architectural Committee handles most issues relating to building and improvement projects and is responsible for approving them. We strongly recommend that you read at least through Article IX of the CC&Rs before you have your plans drawn. If you have not reviewed these guidelines, please do not expect much sympathy from the committee if your plans must be redone. On the other hand, committee members are delighted to answer any questions.

If a city building permit is required for your project (that is, if there is a structure with more than 200 sq ft, and/or plumbing, and/or electrical), three sets of identical plans are required. If no building permit is required, two sets are sufficient. Each set of plans must include the following:
- A site plan showing accurately the location of any structures with arrows and showing the distance from structures to the two nearest property lines (minimum 50 feet).
- The square footage of each floor with finished living space.
- The surface finishes of all exterior walls and roofs (e.g., gray stucco, black shingles).
- The pitch of each roof (e.g., 6:12).
- The orientation of garage doors (should be plainly shown on drawing – note that garage doors may not face the street).
- An indication of the maximum height of the structure’s above ground level (maximum 30 feet).
When you submit your request for approval, please include the following:
- Two or three sets of plans as mentioned above (three if city building permit is required). The plans must be Engineered, that is, they must contain an Engineer’s stamp.
- Note: Plans should be approved by the Architectural Committee before submitting to the city for a building permit. This helps prevent cost and delays from resubmission to the city in case of changes that may be required by the Architectural Committee.
- A signed copy of the Project Application form with each set of documents.
- A check for $50.00 payable to Cedar Pass Ranch HOA (generally waived for landscaping, fences, and outbuildings that do not require a building permit from the city). Note: There may be an additional fee for expedited requests.
Although you can drop off your plans at any reasonable hour, we recommend that you call ahead to arrange a time so that a member of the Architectural Committee can spend a few minutes with you to identify any obvious problems. Taking five minutes at this point speeds the approval process and will usually help us have the plans back to you immediately following the next meeting of the Architectural Committee. When your plans are approved, the Architectural Committee will stamp each set and retain one. If a city building permit is required, you can then submit two sets of plans to the city. They will stamp them, retain one and return the final copy to you for construction and for your records.
Remember that part of being a good neighbor is minimizing inconvenience to others during the construction of your home. You are responsible for the following:
- Ensuring that your builder complies with the CC&Rs.
- Ensuring that a portable toilet and a trash receptacle are on the building site (contained inside the lot fencing, away from the road and road shoulder between the split-rail fence and road).
- Immediately removing debris blown onto neighboring properties.
- Having a paved or graveled driveway to prevent mud from being tracked onto the road.
- Where necessary, creating provisions at the driveway and other areas to prevent storm and runoff water from accumulating.
- Assuring your contractor is aware that accessing your property through other lots without the permission of the lot owner is prohibited. Violations are considered to be trespass and may be reported to the County Sheriff.
We try to call you the first time there is an infraction, but continuing problems could result in fines being assessed.
